Part I, issue #1, Major General Romero, the head of a clandestine U.S. military branch named C.H.E.S.S., Counteraction of Hostile Engagement Strategic Solutions convinces a Black Water committee to approve a new covert operation called P.A.W.N.S., Prototype Army of Walking Necrotic Soldiers. Executed inmates will be turned into super zombie terrorist killers, which will operate to neutralize guerrilla enemy forces in hostile territories.

Romero and his sidekick Captain Savini select a donor Miles Delacrouix, death row inmate in Texas and the first prototype is created. Two fugitive hunters F.B.I. Special Agent Carlton “CJ” Venable and U.S. Marshal Everett “Rett” Dupont hunt down a fugitive. A P.A.W.N.S. prototype escapes from a secret facility.
